National Theory of Change
The National Theory of Change (ToC) has been developed by integrating the four pillar-level Theories of Change into a single, coherent framework that explains how the National Transformation Plan (NTP) will deliver long-term national development outcomes. While each pillar addresses a distinct dimension of transformation, their combined and coordinated implementation is expected to generate systemic and sustainable change.
The National ToC articulates how improvements in governance, economic transformation, social and human capital development, and environment and climate resilience reinforce one another to drive inclusive growth, improved well-being, resilience to shocks, and national stability. It recognizes that meaningful transformation depends on progress across all four pillars rather than isolated sector achievements.
Within the NTP Monitoring and Evaluation Framework, the National ToC provides the overarching results logic that aligns pillar outcomes with national goals, supports aggregation of results, and guides national-level monitoring, evaluation, and learning.
Outcome Pathways
Somalia's National Theory of Change sets out a bold vision by building a peaceful, prosperous, and resilient nation. This vision is operationalized through five interconnected national outcomes, each addressing a core pillar of state-building and development.
National Outcome 1 consist of Legitimate, Inclusive, and Capable State Institutions Strengthened. This outcome anchors the transformation by ensuring that governance is rooted in legitimacy, inclusivity, and institutional capacity. It focuses on building trust between citizens and the state, enhancing service delivery, and promoting democratic participation. Without strong institutions, no other reform can be sustained.
Economic transformation is driven by National Outcome 2. This outcome ensures that Somalia's fiscal and monetary policies are sound, inflation is controlled, and public finances are well-managed. It also prioritizes infrastructure such as roads, energy, ports, and digital systems that enable trade, investment, and connectivity. Building on this foundation, National Outcome talks about the Productive, Competitive, and Job-Rich Economy Expanded focuses on unlocking Somalia's economic potential. It promotes private sector development, agricultural modernization, and trade expansion. Crucially, it aims to create jobs especially for youth and women.
Human development is addressed through National Outcome 4 which is Improved Human Capital, Social Protection, and Inclusion. This outcome invests in education, health, nutrition, and social safety nets. It ensures that all Somalis regardless of gender, age, or background can live healthy, empowered lives and contribute to national progress. Finally, National Outcome 5 Strengthened ensures that Somalia's development is ecologically sound and future-proof. It promotes adaptation to climate shocks, sustainable resource management, and green investment.
Together, these five outcomes form a coherent transformation pathway: strong institutions enable stability; stability powers growth; growth creates jobs; jobs improve lives; and sustainability protects the future.
